Public Notice On Papiros Toll, Ruta Costera Road Concession

The National Infrastructure Agency (ANI) has actively participated in 16 roundtable discussions with local entities, oversight bodies, control bodies, concessionaires, supervisors and communities in the municipality of Puerto Colombia, Atlántico, and surrounding areas, to address the situations presented at the Papiros toll.

On February 9, 2023, toll collection at the Papiros toll station was suspended for 45 days. This suspension was subsequently extended through resolutions in March, April, and May, lasting until June 15, 2023. On June 18, 2023, tolls for categories I and II were suspended, and special rates were granted for vehicle categories IV, V, VI, and VII. On October 20, 2023, the suspension of fees for categories I and II was reinstated, with this benefit extended until August 1, 2024. Additionally, it was decided that starting September 1, 2024, a special rate would be set for IE and IIE categories. To access this benefit, a registration process began on July 1, 2024, with 30 days provided to meet the requirements and qualify for the special rate. 

This project is being carried out under a public-private partnership contract as part of a public initiative, financed by toll collections. As part of the project, 9 km of solar-powered lighting have been installed. Additionally, construction of the 152.2-km Caracolí vehicular bridge began on August 13, with an investment exceeding US$2 billion. The project also includes viaducts, intersections, infrastructure construction and expansion, along with significant contributions to environmental protection in the region.
