The Municipality of Mangatarem has invited interested Private Sector Participants (PSPs) to apply for eligibility and to submit comparative proposals for the Mangatarem Development of Water Supply – Level III Project which involves the financing, planning, design, construction, operation and maintenance of a water source and water distribution system and supply of water to metered customers.
Eligibility Requirements:
The PSP may be an individual, partnership, corporation, or consortium. In the case of an individual
PSP, the PSP must be a Filipino Citizen. If the PSP or the consortium member is a domestic partnership or corporation it must be registered with the Securities and Exchange Commission (SEC). If the Consortium member is a foreign partnership, corporation, or other juridical entity, it must be duly registered with a foreign counterpart of the SEC. The PSP is a consortium, a partnership, or a corporation that must also be at least 60% Filipino-owned.
The PSP or the consortium member/s must have completed a project similar to or related to the project whose value, adjusted to current prices using the Philippine Statistic Agency (PSA), Consumer Price Index (CPI), must be at least 50% of the cost of the project.
PSP must have the capacity to finance the completion of the project. The financial capacity shall be measured in terms of the ability to provide a minimum amount of equity to the JV, or a deposit equivalent to the minimum equity required to set aside or earmark for the
project, and or ability to obtain sufficient financing for the project.
