Chelmsford City Council has commenced a procurement process to appoint a development partner to acquire and develop three strategic sites totalling approximately 15.6 acres, which have been allocated for high-density residential, commercial and community offerings at Chelmer Waterside.
The project encompasses three strategic sites totaling approximately 15.6 acres, designated for high-density residential, commercial, and community use. The development is anticipated to accommodate at least 770 units, with potential expansion up to 1,000 units, and aims for 35% affordable housing. The estimated contract value is £300 million (including VAT), with a projected timeline from January 2026 to January 2032.
The Council is conducting preliminary market engagement (PME) discussions starting April 14, 2025, inviting developers who have delivered over 200 units on a single site within the last five years. These 1:1 virtual sessions will cover procurement strategies, residential content and tenure mix, affordable housing integration, collaboration with housing associations, and community building initiatives.
