The Government of the State of Aguascalientes initiated an administrative procedure to revoke the concession of the west carriageway from Concessionaire of Autopistas SA de CV, for non-compliance of obligations.

The document displays irregularities as multiple changes to the share structure without notifying the Government of the State, such as disposals of shares, exit and inclusion of shareholders such as Grupo Profezac, Luca Desarrollos and Rodolfo Landeros Verdugo.

That behavior led to a violation of the Article 1011 of the Code of Land, Urban Development and Housing (Coteduvi), which prohibits altering the nature of goods or conditions authorized by the corresponding authority for the operation of the service or use, exploitation or exploitation of goods, facilities or location, without prior approval.
