Private partner to develop integrated solid waste management and waste to energy facility in Kerala

Kerala State Industrial Development Corporation Ltd. (KSIDC) is seeking a private partner to develop, design, build, finance, operate and transfer of an integrated solid waste management and waste-to-energy (WTE) facility with a minimum processing capacity of 300 tonnes per day located in Njalianparambu, in the Kozhikode District of Kerala, a state in south-west India.

The scope of the private partner includes the secondary collection, segregation, transportation and processing of solid waste generated in Kozhikode. In the process, the private partner shall ensure that all recyclables such as metal, glass, plastics etc. are either sold to the recycling industry or recycled or reprocessed through recycling/reprocessing facilities directly or indirectly within the allotted site.

KSIDC issued a Request for Proposals (RFP) for the project in November 2018, with a submission deadline of 7 January 2019. Technical proposals will be opened and evaluated on 16 January 2019. The opening of financial proposals is scheduled for 23 January 2019. Following this, KSIDC will issue a Letter of Intent to the successful bidder by 20 March 2019, which must be accepted within fifteen days.

The concession period is pre-determined and fixed as 25 years from the date of commencement of commercial operation, which shall be achieved within two years from the date of concession agreement.
