Private partner sought to operate convention centre in northern France

The government of Amiens, a city and urban commune in northern France, has launched a tender for the operation, maintenance, and redevelopment of the Mégacité exhibition and convention centre under a public-private partnership (PPP) scheme. 

The centre consists of 10,000 m2 of exhibition halls; two auditoriums with 350 and 985 seats; eight committee rooms from 56 to 600 m2; one press room; one business center, relaxation areas; one reception area with bar and club lounge; two restaurants; 15,000 m2 of outdoor exhibition areas and 1,500 parking spaces. It has a total surface area of 56,300 sq.m of which 37,362 sq.m are exterior.

The concessionaire will operate the facility and performs the following tasks:

  • operation of the centre (mainly hosting and organization of congresses, seminars, fairs, exhibitions, exhibitions and events of an economic and tourist nature, hosting and organization of other events (sporting, cultural ...), management of catering spaces and associated services, promotion and marketing of Mégacité, maintenance and upkeep of buildings, equipment, furniture, equipment and outdoor areas, personnel management ..., and incidentally (<20% of annual turnover) organization of off-site events)
  • demolition of obsolete infrastructure (mainly exhibition halls)
  • construction of new infrastructure of approximately 10,000 m(approximately 8,000 m 2 of new exhibition halls, approximately 1,000 mof reception and meeting space, approximately 1,000 m2 of other space)
  • renovation of existing spaces (about 2,000 m2)
  • realization of the external surroundings (parking, lighting, outdoor exhibition areas, roads ...)

The estimated total value of the concession is EUR140 million (US$159.02 million). The concession period is 22 years, with the facility to reopen by 2024. 

The tender deadline is 20 March 2019.
