The Department for Energy Security and Net Zero (DESNZ) has wished to establish a Contract for services to commercialize a low-carbon heat network within Westminster in the UK.
SWAN, part of the Advanced Zoning Programme in Westminster, represents a heat network opportunity with an estimated annual heat demand exceeding 400 GWh/y. Supported by Westminster City Council and the Westminster Business Improvement Districts, the Development Partner selected for the project will receive a fee from the Department for commercializing SWAN, capped at a maximum of GBP 1 million (US$ 1.2 million). The Green Heat Network Fund application includes an additional GBP 1 million for a commercialization grant and GBP 40 million (US$ 50.6 million) for the construction period.
Upon the implementation of heat network zoning regulations, SWAN aims to advance for designation as a heat network zone or potentially a heat network delivery area within a broader zone. The Development Agreement outlines key objectives for SWAN, emphasizing the development of a low-carbon heat network in the Westminster area, ensuring an adequate size for the delivered network.
