The City of Los Angeles (USA) is taking an important next step in the procurement of its Civic Building Project under the P3 scheme.
Pursuant to the Request for Qualifications (RFQ) to design, build, finance, operate, and maintain the project through a public-private partnership agreement, issued on April 1, 2019, the City has announced that the following teams have been selected as short-Listed respondents and eligible to respond to the RFP for the Project:
• DTLA Civic Partners, LLC: Meridiam DTLA Civic, LLC, Edgemoor Infrastructure and Real Estate LLC, Clark Construction Group, Skidmore, Owings and Merrill LLP, ENGIE Services Inc.
• LAC3 Partners: Macquarie Financial Holdings Pty Limited, JLC Infrastructure Fund I L.P, Hensel Phelps Construction Co, Morphosis Architects, Honeywell International Inc
• Plenary Collaborative Los Angeles: Plenary Group USA, Webcor Construction L.P, SmithGroup, Renzo Piano Building Workshop, Johnson Controls, Inc.
The project involves design, build, finance, operate, and maintenance of a new civic center in Los Angeles. The center is planned to be a 27- to 29-story tower offering over 70,000 square meters of office space, street-fronting retail and restaurant space and underground parking for 1,100 vehicles. It would be built on the site of the Parker Center, the Los Angeles Police Department headquarters until October 2009, vacant since January 2013. The estimated investment for the project amounts to US$700 million.
The private partner would be responsible for the demolition of the Parker Center, then construction, financing, operation and maintenance of the new building for a 30-year period.
