The Cardiff Council has issued a Preliminary Market Engagement Notice to commence preliminary market engagement with interested contractors to deliver a turn-key solution inclusive of funding, design, construction, operation and maintenance of an energy solution across the Sports Village in Cardiff Bay.
The Development Agreement and related contracts will define the terms between the Council and the DEN Developer, allowing the latter to finance, design, construct, operate, and maintain the District Energy Network (DEN) for a set period. The procurement will follow a multi-stage process with opportunities for dialogue. Key objectives include:
Decarbonizing the Cardiff International Pool, Ice Arena, and potentially the White-Water Centre.
Establishing a long-term sustainable energy strategy for leisure facilities.
Ensuring no capital investment, financial support, or cost underwriting from the Council.
