Metrolinx and Infrastructure Ontario in Canada had shortlisted bidders for the Ontario metro line PPP project. Teams have been shortlisted and invited to bid on two of the three separate Public-Private Partnerships (P3s) that comprise the whole project: the Ontario Line Southern Civil, Stations and Tunnel (South) package and the Ontario Line Rolling Stock, Systems, Operations and Maintenance (RSSOM) package.
For Ontario Line South package, three consortia were prequalified:
- Community Transit Link
- ON-Linx
- Ontario Transit Group
For the rolling stock, systems, operations and maintenance (RSSOM) contract, three consortia have been shortlisted:
- Connect 6ix
- ONConnects
- ONLineLinx
Teams were selected based on criteria identified in the Request for Qualifications (RFQ) process that began in June 2020. Criteria included design, construction, operations and maintenance experience and the financial capacity to deliver projects of this size and complexity. Upon evaluating the proposals received, IO and Metrolinx expect to award these contracts in 2022.
The Ontario Line involves the development of 15.5 km free-standing rapid transit line, connecting Ontario Place/Exhibition through downtown Toronto to the Ontario Science Centre. The line will better connect people to where they want to go, and reduce travel times across Toronto. Over half of the route is planned to run underground through new tunnels, with the remainder running along elevated and at-grade rail corridor sections of track. Fifteen stations are proposed, with numerous connections to the broader transit network, including GO Transit rail services, the Toronto Transit Commission's subway Lines 1 and 2, the future Line 5 (Eglinton Crosstown LRT), as well as numerous bus and streetcar routes.
