Infrastructure Ontario (IO) and the Ministry of the Solicitor General have selected EllisDon Infrastructure Justice as the preferred proponent to deliver the Thunder Bay Correctional Complex project. The new 325-bed, multi-purpose correctional complex in Ottawa will replace the city's existing jail and correctional center.

The preferred proponent will be responsible for the design, construction, finance, and maintenance of the correctional complex for the 30-year period. The project will be designed to meet the Leadership in Energy and Environmental Design (LEED) Silver certification, focusing on energy efficiency, healthy indoor environments, and reduced greenhouse gas emissions.
