Pre-Bid conference conducted for Ninoy Aquino International Airport (NAIA) PPP project

The Public-Private Partnership (PPP) Center, Department of Transportation (DOTr), and Manila International Airport Authority (MIAA) conducted a Pre-Bid conference for the Ninoy Aquino International Airport (NAIA) PPP project in the Philippines.

The project, a collaborative effort between the DOTr–Philippines and the Manila International Airport Authority (MIAA), aims to invite interested parties to qualify and submit bids for the contract to revitalize, operate, enhance, and maintain the airport under a Rehabilitate-Operate-Expand-Transfer arrangement. The PPP Center, in partnership with the Asian Development Bank (ADB), has been offering technical advisory support to DOTr and MIAA as they progress to the procurement phase. This PPP initiative is anticipated to enable NAIA to increase its passenger capacity from 33.2 million to 62 million annually.

The NAIA is the busiest airport in the Philippines and consists of 4 terminals: Terminal 1, Terminal 2 (also known as the Centennial Terminal), Terminal 3, and Terminal 4 (also known as the Manila Domestic Passenger Terminal). The airport serves as a hub for various domestic and international airlines, facilitating both passenger and cargo transportation. NAIA is a critical transportation hub in the Philippines, connecting the country to destinations worldwide.
