The National Bank for Economic and Social Development (BNDES) has signed a PPP modeling contract with the State of Goiás to universalize the population's access to sewage collection and treatment services in Goiás, Brazil.
BNDES conducted modeling with the aim of rapidly achieving universalization of services and expanding coverage to as many municipalities and individuals as possible. In this initial phase, the PPP structuring studies will encompass 217 municipalities in Goiás, which accounts for 88% of the total. According to data from the National Sanitation Information System, approximately 60% of the state's population currently has access to sewage collection and treatment. Currently, Saneamento de Goiás SA operates in 90% of municipalities.
BNDES provides technical assistance to public entities, with the objective of fostering partnerships with the private sector for the execution of projects serving the public interest. The Bank oversees all necessary steps in the project's structuring process, including the engagement of specialized consultants to support the technical modeling of the project's services. These studies involve assessing the existing situation, evaluating the feasibility of various models, and exploring options for project implementation.
These initiatives will bring benefits to 28 million individuals, enabling 487 municipalities to achieve comprehensive sanitation services encompassing both water and sewage by the year 2033. The planned investments are estimated to total approximately BRL60 billion (US$12,342 million) by 2033, with a total value of grants secured through auctions amounting to roughly BRL34 billion (US$6,994 million). Furthermore, project structuring efforts are also in progress with other states, including Sergipe, Rondônia, Paraíba, and Pará.
