The Ministry of Investment and Development has launched a tender for interested firms to deliver consultancy services for the construction of the Outer Port in the Port of Gdynia in the form of public-private partnership, planned for implementation by the Port of Gdynia Authority SA.
The scope of advisors' work includes legal, economic, financial and technical issues. The basic scope of consultancy includes pre-implementation analysis with the assessment of the undertaking's effectiveness. On the implementation of subsequent works, such as: preparation of feasibility studies, announcements, PPP contracts, conducting workshops (from PPP, acquisition and settlement of EU funds, financial closure and contract management PPP), participation in the evaluation of applications and offers, competitive dialogue or financial closure, the decision will be taken depending on the conclusions resulting from the analysis. The scope of advisors' tasks may also include the preparation of application documentation for obtaining financing from EU funds.
The project involves the construction of a new deepwater (also for the largest ocean-going vessels) port infrastructure in the Port of Gdynia, which will include terminals: container, universal and potentially fuel. The aim of its implementation is to increase the competitiveness (reloading capacity and competitive position) of the Port of Gdynia on the Baltic and European port services markets and to expand the economic area served by Polish ports.
The project obtained the necessary approvals in strategic documents at the level not only metropolitan, provincial or national, but also at the community level.
