Poland's Ministry of Development and the City of Krakow has started a competitive dialogue with the three shortlisted bidders for construction, maintenance, and management of the Investor Assistance Center in Krakow under the public-private partnership scheme.
The contractor selected as a result of the competitive dialogue will build at its own expense the facility based on the existing construction project, and then it will manage and maintain the office building for 20 years of the contract's validity.
The scope of the project entails the development of a facility consisting of two (4- and 5-level) buildings connected by ties and a common communication duct - arcade, with a two-level underground garage and one level of the underground storage, that will serve as an Investor Assistance Centre.
In the procedure of selecting a private partner, the Municipal Investment Management in Kraków uses the support of independent advisers - a consortium of Warsaw companies: Domański Zakrzewski Palinka Sp. k. (legal adviser, consortium leader), Mott MacDonald Polska Sp. z oo (technical advisor), Crido Taxand Sp. oo (financial advisor), whose work is supervised and financed by the Ministry of Investment and Development.
In November 2018, ZIM in Krakow conducted a technical dialogue with the participation of seven companies, which aimed to examine the interest of the market in the project and cooperation with the self-government of Krakow in its implementation. The comments of entrepreneurs were included in the pre-implementation analyzes prepared by the advisers, which give a positive recommendation for the implementation of the investment in the PPP formula.
In April 2019, a competitive dialogue was announced with 11 entities applied for admission to the proceedings, of which three were qualified after careful analysis of the applications and consultations with advisors to participate in the next stages of the proceedings: a consortium focused around Warbud SA, STRABAG Drogi Wojewódzkie Sp. z.o.o and NDI HOTEL Managment Sp. z.o.o. The companies will be invited to participate in three rounds of competitive dialogue, which are taking place from February to May 2019, and then at the end of the dialogue they will be invited to submit offers. After taking into account the time necessary to prepare offers, the announcement of the winners will be completed by the second half of 2020.
The January 2018 data shows that the construction of COI will cost about PLN 258 million (US$68.02 million). The city gives the area for the building and complete design documentation along with the building permit. The entire cost of implementation will be covered by a private entity that will manage the building for 20 years and maintain it in a proper technical condition. In return, the City will pay the so-called availability fee. The entire COI building and plot will be owned by the City.
