The National Infrastructure Agency (ANI) awarded the 10-year PPP concession for the La Dorada – Chiriguaná railway corridor to the Plural Line Railway Structure.
The Plural Line Railway Structure obtained the highest score in the technical and financial evaluation, as well as the highest score in the economic offer, valued at US$2.2 billion among the three bidders that participated in Colombia's first Public-Private Partnership (PPP) for railways. The winning structure is comprised of Ortiz Construcciones y Proyectos SA, with a 75% stake, Transporte Ferroportuario de Colombia – Transferport SAS with a 15% stake, and CI and Colombian Natural Resources I SAS with a 10% stake.
Under the concession contract, the consortium must convert 210 km of rail from 75 lb/yd to 115 lb/yd, replace concrete sleepers, improve ballast, fine-tune rolling stock, build an administrative building, an Operational Control Center, two train maintenance workshops, and a Cargo Transfer Center, which will be located in the municipality of La Dorada. A high-tech train signaling, communication, and control system will be implemented.
The La Dorada-Chiriguaná PPP, with a planned investment of US$ 3.4 billion (at December 2023 prices), will benefit 400,000 people in 25 municipalities in the departments of Caldas, Antioquia, Santander, Norte de Santander, and Cesar, which share the corridor. Additionally, it will create an alternative for transporting cargo between the center of the country and the Caribbean ports under safe and efficient conditions. The PPP also plans to build a vehicular and pedestrian bridge over the Sogamoso River in the municipality of Puerto Wilches, and will advance the relocation of two educational institutions: Santo Domingo and San José, in Cimitarra (Santander), which are within the project's operational area. Specifically, the La Dorada-Chiriguaná railway corridor handled more than 225,000 tons in 2024, the largest cargo shipment in the last five years. In the long term, the corridor is expected to handle 2.8 million tons annually.
