PIN issued for Social Housing PPP Bundle in Ireland

The National Development Finance Agency (NDFA) has issued a Prior Information Notice (PIN) for designing, building, financing, operating and maintaining several bundles of social housing developments in Ireland.

Bundles 1 and 2 were delivered in 2020 and 2021 and are now in the operational phase. Bundle 3 is currently in the procurement phase, with planning consent granted for all its sites. The Social Housing PPP Bundles 4, 5, 6, and 7 Programme involves developing social housing on various sites across Ireland, including maintenance, upkeep, and tenancy management services for 25 years after the construction period is completed.

Candidates will be required to submit pre-qualification documents, with selection criteria likely based on the following:

  • Economic and financial standing, including the candidate's financial robustness and ability to secure financing for similar projects; and
  • Technical and/or professional ability, including the candidate's project and construction management skills to design, construct, maintain, and operate similar facilities and buildings, as demonstrated by previous experience.

At least 3 candidates will be shortlisted after evaluating the pre-qualification submissions. The estimated date for publishing a contract notice for this procedure is July 01, 2024.
