The University of Strathclyde in Glasgow has published a prior information notice for creating a 'Climate Innovation District' — Design work specification and scope of service for the development of a 100 % renewable smart energy system-power, heat and transport. Also including green infrastructure and climate adaptation solutions.

The design work would include:

  1. Creation of a climate innovation district;
  2. Energy systems analysis and energy modeling to develop a 100 % renewable smart energy system — power, heat, transport;
  3. Understanding of current and future energy system solutions and their integration;
  4. Identify the combined energy, smart grid and low carbon transport solutions, pedestrianisation strategy;
  5. Also including green infrastructure and climate adaptation solutions;
  6. Low carbon transport and active travel solutions development (bus corridor, bike corridor, EV hubs, E Bikes, last mile deliveries (corn Street);
  7. Integrating these systems and the solutions together to create a holistic exemplar solution;
  8. Where possible to create smart systems that include energy storage, to explore options for new electricity arrangements exploiting the new renewable grid opportunities such as power purchase agreements, renewable tariffs, grid services, EV charging, etc.;
  9. Identify models for build-own-operate of the system and define pros and cons of each model;
  10. Identifying models for funding the capital investment and establishing the commercial models that would be used. This should include but not be limited to new funding mechanisms such as debt and equity crowd funding;
  11. Develop a scoring mechanism that ranks each of the solutions or groups of solutions to help the University and partners to develop a clear roadmap for funding and implementation with an appropriate programme;
  12. Identify risks, CO2 savings, constraints and plan a roadmap and programme for delivery with a cost plan in the form of a fully populated;
  13. Potential supplier should have experience delivering similar projects.

Estimated date of publication of contract notice is on November 25.
