Philippines' Investment Council to decide 13 unsolicited proposals by 2019

The Investment Coordination Committee (ICC) of the Philippine Government is set to decide on at least 13 unsolicited proposals for Public-Private Partnership (PPP) projects submitted in 2019. 

The unsolicited proposals include five airport projects, five rail projects, and three other projects in different sectors.

The five airport projects are the following:

  • Bulacan International Airport Project, proposed by San Miguel Holdings Corp.
  • Mactan Cebu International Airport Integrated Development Project, proposed by a GMR-Megawide consortium
  • Operation, maintenance and expansion of Davao Airport, proposed by Chelsea Logistics Holdings Corp.
  • Operations, maintenance and expansion of Kalibo Airport, proposed by Mega7 Construction Corp.
  • Operations, maintenance and expansion of Bohol International Airport, proposed by Aboitiz InfraCapital Inc.

Meanwhile, the five rail projects include:

  • Davao Monorail Project, proposed by Udenna Corp.
  • East-West Rail project, proposed by East-West Rail Transit Corp.
  • Metro Rail Transit (MRT) 10, proposed by C5 Mass Transit Corp. Ltd.
  • Fort Bonifacio-Makati Sky Train, proposed by Infracorp Development Inc.
  • Modified Light Rail Transit Line 6 (LRT-6) project, proposed by Prime Asset Ventures Inc.

The three other projects are:

  • IT Project for LGU City of Naga, proposed by Cylix Technologies Inc.
  • Preservation and Development of Laguna de Bay project, proposed by San Miguel Holdings Corp.
  • Manila Bay Integrated Flood Control project, proposed by the Coastal Development Consortium

If approved by the committee, the government will negotiate the terms of the PPP contract with the private proponent. The proposals will then be subjected to a Swiss Challenge, meaning that other firms will be invited to submit competing offers while giving the original proponent the right to match the competition.
