The government of the Philippines through the Philippine Statistics Authority (PSA) launched the new Central Outlet for the processing of civil registry documents. The new Civil Registry System (CRS) Building located at PSA Complex in East Avenue, Quezon City, commenced providing services on April 1, 2019. PSA advises the general public that applications for the issuance of civil registry documents is transferred to this new facility from the old central outlet at Solicarel Building, Sta. Mesa, Manila.
The new CRS building, which serves as the Service Facility of the entire system, as well as the Central Outlet, was made possible through a public-private partnership (PPP) arrangement under the solicited mode of procurement. On September 30, 2016, PSA and Unisys Managed Services Corporation (Unisys) signed the 12-year concession agreement for the PhP 1.59 billion CRS-Information Technology Project Phase II.
