The Ministery of Transportation and Infrastructure and the Ministery of Justice and Public Safety have provided an update on the procurement of the White Hills correctional facility PPP project in Newfoundland and Labrador, Canada.
The Request For Proposals (RFP) was issued on November 23 to three teams interested in designing, building, financing and maintaining a new correctional facility to replace Her Majesty’s Penitentiary in St. John’s. In December, two teams informed the Department of Transportation and Infrastructure they will not submit proposals.
The project's procurement will continue with the remaining team, Avalon Corrections Partners. The proposal shall be submitted in late 2022 and will be evaluated based on cost, design, services offered, project schedule and management, and site development. If the team is selected, it will responsible for the design, build, finance and maintenance of a new 276-bed correctional facility.
