The Department of Transportation of Pennsylvania (PennDOT), a US state located in the north-east of the country, had issued a Request for Proposal (RFP) to the single prequalified bidder for the Middletown Station improvement PPP project whose deadline for response was due by October 12, 2018.
The sole prequalified bidder 'Keystone Connections' failed to submit a final response to PennDOT. Thus the scheduled dates for contract award 26 November 2018 is impossible to comply. Keystone Connections, a consortium comprising Cedarwood Development, Star America Capital Advisor, Raudenbush Engineering, JEM Group, U.S. Facilities and Walker Parking Consultants/Engineers was prequalified in early 2017.
