The Provincial Government of Newfoundland and Labrador is set to build a new correctional facility located in the White Hills area of St. John’s, near the existing Royal Canadian Mounted Police (RCMP) headquarters.
The CAD200 million (US$150.02 million) project will be situated on a 21,000 sq.m area and will have more than double the capacity of Her Majesty’s Penitentiary, which will allow more programming, recreation, and better mental health services. The new facility will provide a space for the rehabilitation of inmates and a safer work environment for staff.
Requests for Proposals (RFP) for external procurement, technical and fairness advisors will begin by summer of 2019, while a request for qualifications (RFQ) to establish an industry short list of businesses interested in designing, building, financing and maintaining the facility will be issued in spring 2020.
Construction of the project is expected to start in 2022.
