The Nigerian Ports Authority (NPA) has failed to meet its self-imposed deadline for the review of port concession agreements it has signed with private terminal operators.
NPA has announced a three-month deadline on 18 September 2018 to review the 12-year old agreements with port stakeholders. The inter-agency review includes the Office of the Attorney-General, Bureau of Public Enterprises, Infrastructure Concession Regulatory Commission, Federal Ministry of Power, Works and Transportation, NPA and technical support from World Bank.
However, the review is still yet to be completed. Terminal operators have advocated for the review of concession agreements to address identified loopholes and enhance port services and operation, including the issue of the minimum tonnage clause, which has been a major challenge facing terminal operators.
