Nigeria launches RFQ for 12 road PPP under Value-added concession

The Federal Ministry of Works and Housing in Nigeria has launched a request for qualification (RFQ) for phase 1 of Value-added concession (VAC) under the Highway Development and Management Initiative (HDMI). Phase 1 of VAC seeks private sector companies/consortiums for rehabilitation, development, management, and maintenance of 12 economically viable road corridors. The 12 highways represent a 1,963 km road network. 

These road corridors with given lengths are :

  1. Benin-Asaba, 125 km
  2. Abuja-Lokoja, 193 km
  3. Kano- Katsina, 150 km
  4. Onitsha- Aba-Owerri, 161 km
  5. Shagamu – Benin, 258 km 
  6. Abuja -Akwanga, 122 km
  7. Kano – Shuari, 100 km and Potiskum – Damaturu, 96.2 km
  8. Lokoja - Benin, 270 km
  9. Enugu – Port Harcourt, 200 km
  10. Ilorin – Jebba, 129 km
  11. Lagos- Ota -Abeokuta, 80 km
  12. Lagos-Badagry-Seme, 79 km

The scope of work on the 12 routes is expected to involve a sustainable rehabilitation and reconstruction of the route in line with international best practice, to promote revenue generation for the government and concessionaires, while also improving
the overall quality of the road and in turn, economic development.
