The Government of New Zealand has published a notice for information (NFI) for New Zealand Schools Public Private Partnership (PPP3).

The close date of the NFI is March 1, 2016 and its purpose is:

• to provide key information to suppliers to enable the appropriate consideration of opportunities that may arise through the Ministry of Education’s third PPP,
• to support suppliers’ identification and organisation of resources ahead of the release of an Invitation for Expressions of Interest (EOI),
• to enable suppliers to identify themselves to the Ministry as potential suppliers or bid team members in order that the Ministry might consider these identified suppliers’ involvement in any further market sounding ahead of EOI,
• to invite prospective suppliers to contact the Ministry with any queries to support their mobilisation of resources and comments in regard to the proposed approach to inform the Ministry’s finalisation of strategies and documentation.

The project would be developed on a design, build, finance, operation and maintenance (DBFOM) basis. The school PPP scheme will cover the regions of Auckland, Bay of Plenty, Canterbury, Chatham Islands,  Gisborne, Hawke's Bay, Manawatu-Wanganui, Marlborough, Nelson, Northland, Otago, Southland, Taranaki, Tasman, Waikato, Wellington, and West Coast

The tender process is expected to be launched in March 2016 by issuing a request for expression of interest (RFEOI). After this stage, a total of three teams will be shortlisted. The winning bidder is expected to be announced by early 2017.
