The PPP Center under the Ministry of Economy and Commerce of the Kyrgyz Republic has initiated the development process for the 300 MW high-rise solar power plants project in Toru-Aigyr village.
The PPP project was first presented as an unsolicited proposal by the local investor, LLC Bishkek Solar, in cooperation with foreign investors with the aim to contribute to solving the electricity deficit in the country by introducing new renewable energy facilities. Located approximately 300 km to the East of Bishkek in the Issyk-Kul region, the project has an estimated investment of US$220 million and a concession period of 25 years. The choice of high-rise solar panels is explained by their ability to save space by more than 2 times and the fact that the construction of this type of solar power plant can be done in any climate and place.
The tender process for the selection of private partners is planned to open in the 2nd half of 2022, and the PPP agreement will be signed by the end of 2022. Construction is expected to begin in 2023, when the project reaches financial close, and will be carried out in 3 stages of 100 MW each. The solar project is set to be operational in 2024.
