The Metropolitan Waterworks and Sewerage System (MWSS), a Philippine government-owned and controlled corporation, has launched a pre-qualification round for the design, financing and construction of the dam and raw water conveyance structure for the PhP 18.72 billion (US$413.2 million) New Centennial Water Source - Kaliwa Dam Project (NCWS-KDP).

The Invitation to Pre-Qualify and Bid (ITPB) comes after MWSS did not shortlist any bidder for the project in a first prequalification round. As we reported in early June three companies failed to qualify: San Miguel Corporation, Megawide Construction Corporation and Abeinsa (Abengoa Group).

The project involves the financing, detailed design and construction of the Kaliwa Dam, the intake facilities, other pertinent facilities and a water conveyance tunnel. Its objective is to ensure water security, increase Metro Manila's raw water supply to meet future potable water demand, and as a redundant water source, thereby reducing the total dependency on the Angat Dam reservoir.

Under a build and transfer (B&T) contractual arrangement the Philippines government will pay the preferred bidder with fixed annual amortization over 25 years.

Interested parties can obtain invitation documents from MWSS starting July 6 to September 15, 2015. They have until September 16th to submit their  pre-qualification documents.

To support MWSS during the previous tender process, the Philippines' PPP Center appointed RebelGroup in consortium with Allen & Overy, Crisil, PJS Law and Royal Haskoning DHV as the Transaction Advisor for the NCWS Project.
