The City of Los Angeles Attorney's Office has published a Request for Proposals (RFP) from qualified law firms to assist in providing a comprehensive suite of legal services to the City and its various Departments to aid in the formation and implementation of a joint public-private partnership between the City and as yet undetermined third party(s) for the development and operation of the proposed Los Angeles Street Civic Building (LASCB).

The LASCB is a proposed 27-29 story, 753,740 square foot high rise municipal building to be located on the site currently occupied by the abandoned Parker Center building at 150 N. Los Angeles Street, Los Angeles (Project). The private partner would be responsible for the demolition of the Parker Center, then construction, financing, operation and maintenance of the new building for a 30-year period.
The City’s Municipal Facilities Committee recommended that the project be undertaken through a public-private partnership in June.
