Lithuanian court of Appeal allows authorities to proceed with contract signature of the National Stadium Project

The Lithuanian court of Appeal in Vinus has allowed Vilnius city council to proceed with the contract signature for the ambitious National Stadium project. The authorities will sign the concession agreement with the Axis Industries, which is part of Icor group. Axis Industries won the tender in the bidding process which took place on February 2019.

Another competitor Vilniaus Nacionalinis Stadionas (VNS) appealed in the regional court for the concession of the stadium, which was ruled out. VNS appealed in the Lithuanian court against the ruling of the regional court, but the Lithuanian court has ruled against VNS and allowed the authority to proceed with concession. VNS was rejected by the authorities on its primary offer and was not allowed to take further part in the bidding process.

VNS was disqualified from the concession process by the tender commission for the second time in late January due to insufficient qualification and allegedly provided false information. According to the Vilnius authorities, the companies failed to provide evidence over more than two months on whether the company or its partners were capable of ensuring successful implementation of the project, and by doing that it was misleading the tender commission and experts.

According to plan, the state will fund the EUR 36.5 million (US$ 41 million) into the stadium project, EU support will amount to EUR 33.5 million (US$ 37.62 million), and the Vilnius municipality will invest EUR 2.96 million (US$ 3.32 million).
