Legal consultancy sought for Tunisia Phosphate Green PSP Program

The International Finance Corporation (IFC) is seeking a legal consultancy firm or consortium of firms to support the IFC and the Tunisian government with all the legal aspects related to implementing the Tunisia Phosphate Green PSP Program.

The program includes:

  1. A slurry pipeline to transport phosphate from the mining basin to the washing plants;
  2. A 100,000 m3/day desalination plant; and 
  3. A renewable energy plant.

The selected firm will be responsible for:

  • legal due diligence related to the project of water, renewable energy and mining sectors and identification of any constraints regarding the institutional, legal and regulatory framework about private sector participation in these sectors in Tunisia;
  • preparation of structuring recommendations for the program;
  • drafting of the project(s) agreement(s) and other transaction documents; and
  • assisting in conducting a transparent tender process, including evaluation and award, up until commercial close.

The World Bank Group intends to finance the assignment/services. Expressions of Interest not exceeding 30 pages should be submitted, in English, electronically through WBGeProcure RFx Now by June 24, 2024. More information about the tender is available on our Business Opportunity page here.
