The Colorado High-Performance Transportation Enterprise (HPTE) has selected preferred bidder for P3, TIFIA, Bond, Dispute, and
Disclosure Counsel as following:

  • Kaplan Kirsch & Rockwell – P3 / TIFIA / Bond/ Dispute Counsel
  • Kutak Rock– TIFIA / Bond/ Dispute Counsel
  • Nossaman / Husch Blackwell / Sherman & Howard – P3 / TIFIA / Bond/ Dispute Counsel
  • Butler Snow – Disclosure Counsel

The firms will provide P3 Counsel, TIFIA Loan, Bond, or Disclosure counsel services, dispute resolution, and other legal services generally for HPTE activities for the next five (5) years concluding on or around June 30, 2025.
