The government of Laos and Electricite du Laos Transmission Company (EDLT) have signed a 25-year concession agreement for the power grid PPP project in Laos. The agreement allows the company to built and maintain the power grid as well as export electricity to neighboring countries. EDLT will control only the high-voltage power line network, in the range higher than 230 kilovolts, while the government keeps control of powerlines under 230 kilovolts.

EDLT will invest US$2 billion to build, manage and control the Lao power grid during the concession period, after which the business will be transferred to the Lao government.
