The National Treasury Department of the Republic of South Africa, through the Gauteng Infrastructure Financing Agency, has recently launched the Request for Pre-Qualification phase for the Kopanong Precinct PPP project to be located in Gauteng Province.
The primary objective of the project is to physically bring together the different Gauteng Provincial Government departments in a cost-effective and efficient manner. Gauteng Provincial Government has identified 19 buildings that require refurbishment. The project also includes 2 vacant sites that would otherwise be usable for the purpose of the project.
An added role was that the project could play a significant role in the revitalization of the Johannesburg city center and therefore create a civic focal point for the city.
A detailed options analysis report evaluated various options available to Gauteng Provincial Government. The conclusion of the options study was to proceed with a detailed feasibility study based on a Design, Build, Finance, Operate and Maintain (DBFOM) model for the refurbishment, upgrade and potentially building the new office accommodation.
The total cost for the project development is estimated at R4.5 billion (US$311 million) and the potential developer will provide serviced accommodation for an anticipated lease contract of 15 to 25 years, which was subject to further analysis by the Transaction Advisor.
