The Kenya Prisons Service (KPS) has opened discussions with the PPP Directorate to explore the possibility of constructing 9000 housing units for prison warders through a public-private partnership arrangement.
The planned housing project aims to ease congestion in existing prison staff residences and improve overall living conditions. KPS notes that construction will be rolled out in phases, with site selection guided by land availability and the project's financial feasibility. The proposed project structure assigns financing, design, and construction responsibilities—and associated risks—to the private sector. Meanwhile, the government will manage risks tied to market demand, politics, and legal changes. Both parties will share off-taker, termination, and inflation-related risks. The project will follow a Design-Build-Finance-Maintain-Operate-Transfer (DBFMOT) Public-Private Partnership model.
