It has been announced the project will follow a new PPP model being devised by the Welsh government, based on the Non-Profit Distributing (NPD) model developed by the Scottish government. NPD projects are added to government debt and deficit figures and count against capital budget, unlike the standard model for public-private partnerships in the UK, Private Finance Initiatives (PFIs). Under NPD, private partners take fixed rates of return and do not receive surplus profits
