The Department of Housing of the government of Ireland has confirmed that its Social Housing Bundle 1 PPP project will be awarded soon. In development since 2014, the project involves the design, construction, financing, operation and management of 534 social homes on six sites across the greater Dublin area.
A spokesman for the department has said that the selection of the successful bidder is expected by early September. The National Development Finance Agency published a contract notice for the selection of a private partner in May 2017. In October, three of the prequalified teams were shortlisted.
Planning permission has already been granted for each site, which will remain owned by the government, with the private partner obtaining a license to build, rather than a transfer of ownership like previous PPP models in Ireland. The private partner will be compensated for their investment through availability payments for a 25-year period.
