IO and Metrolinx award South Civil PPP in Toronto

Infrastructure Ontario and Metrolinx have awarded a CAD6 million (US$4.45 million) contract to design, build and finance the Ontario Line Southern Civil, Stations and Tunnel (South Civil) package to Ontario Transit Group in Toronto, Ontario, Canada.

The Ontario Transit Group team comprises:

  • Applicant Lead: Ferrovial Construction Canada Inc., VINCI Construction Grands Projets;
  • Design Team: AECOM Canada Ltd., COWI North America Ltd., GHD Limited, SENER Group; 
  • Construction Team: Ferrovial Construction Canada Inc., Janin Atlas Inc.;
  • Financial Advisor: Agentis Capital. 

The Group will start assembling its design and construction teams, with the core of the work expected to start in early 2023. It is expected that the South Civil contract would be concluded in 2030.

Under the terms of the contract, the following activities are included in the Ontario Line South Civil design-build-finance package: 

  • A 6-km tunnel and associated tunneling works from Exhibition to Don Yard portal;
  • Groundworks necessary to construct the tunnels and stations; utility and conduit works to prepare for the Rolling Stock, Systems, Operations and Maintenance (RSSOM) mechanical and electrical systems; guideway structures and facilities to prepare for the track structure to be installed by the RSSOM contractor;
  • The following stations:
    • 1 above-ground station to be integrated with the existing GO Transit Exhibition Station;
    • 2 underground stations to be integrated with the existing TTC Osgoode and Queen subway stations;
    • 4 new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown).

The Ontario Line project is being carried out under a number of public private partnerships (PPP), progressive design-build and conventional procurement contracts, all of which are scheduled for successful completion.

The project involves the development of the 15.6-km Ontario Line will connect Toronto's Ontario Science Centre to Exhibition/Ontario Place, including 15 stops and 6 interchange stations. More than 40 connections to various bus, streetcar, light-rail, and regional rail services will be made possible by the new route.
