Honolulu Authority for Rapid Transit (HART) is expecting approximately US$ 80 million loss in revenues due to coronavirus pandemic. If the authority fails to obtain fundings from the federal economic stimulus package, HART will be forced to borrow money for the project. The Federal Transit Administration is withholding US$ 744 million until the PPP contract is awarded for the final segment of East Kapolei-to-Ala Moana line.
The shortlisted bidders have requested more time to submit the bids due to the economic impacts of coronavirus. HART has extended the deadline to submit the proposals from April 22, 2020, to July 22, 2020.
