Hambleton District Council seeks private partner for mixed-use PPP project

Hambleton District Council, a local government district of North Yorkshire, England, which includes the municipalities of Northallerton, Bedale, Thirsk, Great Ayton, Stokesley and Easingwold, has recently published that it is seeking a developer partner to jointly develop a major mixed-use regeneration PPP project in central Northallerton.

The Hambleton Joint Development and Regeneration of HMP Northallerton project will be located on the 3.4 acre site of the former HM Prison Northallerton recently acquired by the council.

The Hambleton District Council vision for the site includes a mixed provision of retail, leisure, housing and community use premises in accordance with the Central Northallerton Design and Development Framework and Central Northallerton Quadrangle Study.

Additionally, the project is considered of strategic importance to the council in sustaining the vibrancy of Northallerton as a market town and complementing the existing High Street.

The council will invest in the joint venture company created for the project development through committing assets. The entitlements of the council and the private partner to returns of profit from the joint venture will be determined during the procurement process.

The estimated value of the contract, excluding value added taxes (VAT) is £15 million (US$21.9 million). The works will have a duration of approximately 36 month and the contract is not subject to renewal.

Interested parties mus submit their proposal in order to participate in the tender process before May 24, 2016 at 17:00 (local time). While the estimated date of dispatch of invitations to tender or to participate to selected candidates is June 7, 2016.
