Half a billion road PPP project awarded in Canada

The Government of Nova Scotia has awarded Dexter Nova Alliance consortium the CAD 717.9 million (USD 511.8 million) contract to design, build, finance, operate and maintain Highway 104 PPP project in Nova Scotia. The consortium consists of Dexter Construction, Nova Construction, and BBGI as an equity partner.

Dexter Nova Alliance consortium was selected as a preferred bidder on January 31, 2020 and chosen out of three shortlisted consortiums.

The project involves the twinning of a section of Highway 104 between Sutherlands River and Antigonish, located in the north of Nova Scotia. The consortium will construct a 38 km four-lane divided highway corridor, beginning at the end of the existing divided highway near Exit 27 at Sutherlands River to the existing divided highway just west of the Addington Forks Interchange (Exit 31) at Antigonish.

The concessionaire will operate and maintain the new highway, plus two existing segments of Highway 104 (9.3km of existing divided highway between East River Road New Glasgow and Exit 27, and the recently completed 16km Antigonish bypass) for twenty years following completion of construction. The consortium will receive availability payments in the operation phase of the project for 20 years from the Government of Nova Scotia.

The total cost of the project is CAD 717.9 million (USD 511.8 million), and it includes CAD 364.3 million (USD 258 million) for construction, CAD 196.4 million (USD 140 million) for operations and maintenance during 20 year period and insurance, financing and other costs.

The construction works are expected to begin in June 2020 and completed by the end of 2023.

The federal government of Canada has committed to providing CAD 90 million (US$ 64.54 million) funding for the project from the National Trade Corridors Fund.
