The Minister of Transport of Montenegro has announced plans to Parliament to concession Podgorica and Tivat airports. Private entities will be invited to operate the airports for between 25 and 30 years.

Terms of the draft concession agreement include an upfront payment of EUR100 million (US$116.82 million) and that the concessionaire will be reimbursed for any revenue loss by Montenegro Airlines, the national flag carrier. The overall annual concession fee will depend on the airports' revenue.

However, the government's plans are strongly opposed by opposition parties, so the execution of the concession is not guaranteed.
