The government of Pakistan has halted development of the Hyderabad-Sukkur Motorway (M-6) due to financial problems and delays in project execution.
The build-operate-transfer (BOT) project was awarded to China State Construction Engineering Corporation, with a certain proportion of financing to be provided by the government. The three-year construction period was due to commence last year.
The National Highway Authority (NHA) has now been directed to reformulate the project to be entirely privately funded. The authority plans to undertake a commercial feasibility study of a cross-subsidization structure and then initiate a new procurement process, under a Public Private Partnership (PPP) arrangement.
