Harrow Council in London has launched a tender to procure a private sector partner as its strategic development partner to develop multiple core sites in London borough of Harrow and the surrounding area in connection with the Council's regeneration programme "Building a Better Harrow" looking to provide up to 100,000 sq ft of mixed-use development, including 1,500 new homes, a new civic centre and commercial use.
In order to achieve its aims, the Council wishes to procure a Partner with whom to establish the 50/50 Harrow Strategic Development Partnerships (HSDP) which shall be responsible for developing three core sites in Wealdstone. The three council-owned core sites are Poets Corner, Peel Road and Phase 1 of Byron Quarter. In addition, the Council requires the HSDP to provide construction works and services to the Council in relation to Council owned land ("Community Facilities"). The initial Community Facilities shall comprise the Council's Civic Centre (the new Harrow Civic Centre or "HNC").
Poets Corner is the Council’s flagship regeneration project. Situated immediately to the south of Harrow and Wealdstone Station, the site currently comprises the existing civic centre and extends to c. 11.4 acres. The Council has aspirations for a high quality, residential led development on this site.
Peel Road site currently comprises Peel House Car Park and the existing ashram temple which is being re – provided on an adjacent site by the council. It is situated immediately to the north of the station and extends to approximately 1.4 acres. Alternative proposals for the site suggest the capacity for 100-150 residential units alongside commercial and community provision should the new civic building be delivered on an alternative Core Site.
The Byron Quarter Masterplan covers the regeneration of this area comprising new residential and leisure facilitates and extends to 19.3 acres. The sites holds the potential for extensive residential and community led regeneration and all proposals for Phase 1 must be reflective of the need to integrate into the future development of the wider Byron Quarter.
The duration of the contract will be 25 years with the option to extend the duration of the contract in a number of periods up to an overall extension of 10 years. The estimated investment for the project is GBP 2.5 billion (USD 3.18 billion).
Real estate company Avison Young has been appointed to find the private sector delivery partner.
The deadline to submit tender documents is on July 26, 2019. Interested parties must complete and submit a Standard Selection Questionnaire. Following the SSQ process, a short-list of up to a maximum of five will be informed in August 2019 and will be invited to proceed to Outline Solutions Stage (ISOS), also commencing in August 2019. Following this, a final short-list of parties will be determined and a third stage, detailed solutions will commence, after which final tenders will be submitted.
