The national government, through the Ministry of Transportation, headed by the National Transportation Agency, Infrastructure (ANI), has fully delivered the fourth generation Pamplona - Cúcuta project, a 62.6-km road corridor, which allows the region to be better connected to the interior of the country and the border area.

In Functional Unit 3, a stretch of 14.5 km extends from the municipality of Pamplonita to the El Diamante Population Center, featuring key infrastructure such as the Pamplonita tunnel, six viaducts, a weighing area, service facilities, and a pedestrian bridge. In Functional Unit 4, spanning 17.9 km, the second carriageway runs from the El Diamante Town Center to the La Donjuana Town Center, incorporating 11 vehicular bridges. Notable aspects of the project include significant structures like the Pamplona tunnel, measuring 1,400 m, which holds particular importance as it marks the first tunnel in Norte de Santander. Additionally, attention is drawn to the Pamplonita tunnels, spanning 1,071 m, and La Honda, measuring 392 m, along with the completion of 23 vehicular bridges.

Notably, on March 23, 2024, a segment of 5.9 km of the second carriageway, from La Donjuana to Los Acacios, within Functional Unit 5, was opened for operation. Of significance in this section is the La Honda viaduct, which extends 386 m in length with a maximum height of 83.3 m. Furthermore, Intelligent Transportation Systems (ITS) have been implemented along the road corridor, including 45 SOS posts, height detector gauges (12 electronic and 12 mechanical), 27 variable messaging panels, fiber optic infrastructure, lighting for new pedestrian bridges, 15 closed-circuit television cameras, 6 weather stations, 2 data collection stations, and 4-speed control totems. The project also includes an Operations Control Center (CCO) established in the Los Acacios sector, facilitating the coordination of road corridor monitoring. With a capital expenditure (CAPEX) investment of US$2.45 billion (as of December 2023), the project involved the construction of 49.97 km of new road (including both second and single carriageways), the rehabilitation of 51 km of single carriageway, and 11 km of dual carriageway between Pamplona and the Betania sector in Los Patios, Norte de Santander.
