Four consortiums are working on the first offer for the design, build, finance and maintenance of the Bourg-Léopold prison PPP project in Belgium. The contracting authority of the development is Régie des Bâtiments. The list of teams includes the following companies:

- SPV i. o. Consortium Future Prisons Leopoldsburg- Design: Gortemaker Algra Feenstra, ASSAR Architects, JNC International, Establis & Pirnay, VENAC, Bureau d’études Lemaire, Ellyps, Tractebel Engineering et Meelis Partners; Build: Cordeel Hoeselt, Willemen Construct, Cordeel Temse, IMTECH Belgium, Franki Construct; Finance: BE.SHARPP; Maintenance: Cordeel Maintenance, GOM, Facilicom, W-Care, IMTECH Belgium.
- NV – PI Leopoldsburg- Design: Hootsmans architectuurbureau, Arch & TECO, EGM Architecten, Bas Smets, Ingenium nv, Fabricom Security; Build: NV Besix, Houben, Jan de Nul, EEG, Fabricom; Finance: EPICo, Rebel; Maintenance: Cofely Services, ISS Facility Services.
- Poort van Leopoldsburg- Design: Jasper-Eyers Architects, Archivolt Architecten, VK Architects & Engineers, Halmos Adviseurs; Build: BAM Interbuild, NV Vanderstraeten, Cegelec; Finance: BAM PPP; Maintenance: BAM FM, VINCI Facilities, Compass Group, BAM FM.
The teams have been selected and invited to submit an offer, presenting a concrete project by the end of November 2021. The prison will be built on a former military site, located in the Reigersvliet district in Bourg-Léopold. The land has an area of around 8 hectares and was purchased by the Régie des Bâtiments from La Défense.
