The council is studying a toll road proposed by the Texas Turnpike Corporation, a private company led by John Crew, an investment banker with long experience in researching and financing toll projects.

The company has proposed a PPP contract to buy the land, design, build, operate and maintenance a toll road which would connect Greenville and Wyle in Dallas.

Tom Shelton, a senior program manager with the North Central Texas Council of Governments, stated:

This would be a private-sector company that would 100 percent finance the project. As a result, they would take 100 percent of the risk, and they would take 100 percent of the benefits.

The proposed project is being studied as a part of the Blacklands Corridor, which includes parts of Dallas, Collin, Rockwall and Hunt counties.

A private road would have to be approved by the Texas Department of Transportation and comply with regional regulations. Another potential obstacle to the company's plans is the the North Texas Tollway Authority which, under state law, has the right of first refusal on any toll project in the region.

Several transport projects have been awarded in Texas this year. In early June Texas Department of Transportation (TxDOT) awarded the SH-183  Managed Lanes toll concession to the consortium SouthGate Mobility Partners which is formed by Kiewit Development Company and Kiewit Infrastructure South Company.

In late April TxDOT  announced that the joint venture formed by J.D. Abrams L.P. and Kiewit Infrastructure South Company had been chosen as preferred bidder to develop the Loop 375-Border Highway West Extension Project in El Paso.
