Filipino municipality seeks comparative bids for slaughterhouse PPP

The Municipal Government of Kalibo, located in the Philippines' Aklan province, has initiated the Competitive Challenge process for a joint venture project to rehabilitate the municipal slaughterhouse, and operate and maintain the Kalibo Meat Plant for 28 years.

The project was submitted as an unsolicited proposal by the Philippine Slaughterhouse Management Operation, Inc., which was granted Original Proponent status on 15 May 2018 by the Kalibo Municipal Government. Negotiations between the two parties were concluded on 19 February 2019.

Prospective bidders are now invited to submit comparative proposals for the project, which has an estimated cost of PHP30 million (US$577,450).

Pursuant to the Competitive Challenge process, rules and guidelines under the Kalibo Municipal Government’s PPP Code, interested challengers must submit an Expression of Interest to participate in the Competitive Challenge by 25 March 2019. They must also purchase the tender documents and submit their qualification documents on or before 9 April 2019.
