The Bislig City Water District (BCWD) has announced an extension for the submission of bids for the Bislig City Bulk Water Supply and Septage Project.
The Bislig City Water District (BCWD) plans to enter into two separate Joint Venture Agreements (JVAs) with two distinct private partners. Each partner, together with BCWD, will be responsible for implementing one of the following project components:
1. Bulk Water Supply and Distribution Network Rehabilitation & Expansion
Estimated Cost: Approximately PHP 700 million
Scope: Construction of a bulk water supply system with an initial capacity of 10 million liters per day (MLD), expandable to 16 MLD
Water Source: Burboanan River
Pressure Requirement: 50 psi at the designated off-take point
The contract will span 33 years, comprising a 3-year construction phase (including pre-construction activities) followed by 30 years of operation and maintenance for the bulk water facilities. During the construction period, the Private Sector Partner (PSP) will also carry out the rehabilitation and upgrade of the distribution network, which must be completed within the first 2 years
2. Septage Management Component
Estimated Cost: Approximately PHP 75 million
Scope: Establishment of a septage treatment facility with an average processing capacity of 40 cubic meters per day
Additional Infrastructure: A fleet of desludging/vacuum trucks
This component also covers 33 years, including a 2-year construction phase (which accounts for post-award, design, approval, and other preparatory activities), followed by 31 years dedicated to the operation and maintenance of the septage treatment facilities.
