The Government of Estonia has been advised by the Finance Committee that the road management 2020-2030 plan might take longer to be realized. The plan was floated before the coronavirus crisis and no significant investments have been made for road infrastructure in the country. To fulfill the infrastructure needs the government must float investments to fill the gap.

The four-lane Tartu and Pärnu highways can not be completed by 2030 according to the Finance Committee. To realize the operational conditions of the highway tenders must be floated as soon as possible. It will consume many years to be materialized. The preparation and planning process for highways will also consume four to five years.
